La proposition de loi relative à l'organisation, à la gestion et au financement du sport professionnel, souvent désignée comme la « PPL sport » ou « réforme du sport professionnel », refond la gouvernance du sport professionnel, en particulier du football. Elle encadre plus strictement les ligues professionnelles et les sociétés sportives : plafonnement des rémunérations des dirigeants, renforcement de l’information des fédérations, pouvoir accru de ces dernières sur les ligues, et contrôle de la Cour des comptes sur ligues et sociétés commerciales. Le texte précise les conditions de retrait ou de non-renouvellement de la subdélégation accordée par une fédération à une ligue et permet aux fédérations délégataires de créer une ou deux sociétés commerciales pour gérer les droits audiovisuels, avec participation des clubs et encadrement de l’entrée d’investisseurs.
Il organise la répartition des revenus audiovisuels en imposant, au sein d’un même championnat, un écart maximal d’un à trois entre le club le mieux doté et le moins doté, et prévoit des mécanismes de solidarité entre divisions et entre sport professionnel et amateur. La proposition de loi favorise le développement du sport professionnel féminin en permettant la création de ligues professionnelles féminines et de sociétés sportives dédiées. Elle renforce le contrôle de gestion des clubs et des instances (organismes indépendants type DNCG, obligations envers la Haute Autorité pour la transparence de la vie publique, règles de prévention des conflits d’intérêts). Enfin, elle comporte un volet de lutte contre le piratage des contenus audiovisuels sportifs, en donnant à l’Arcom la possibilité de bloquer en temps réel des diffusions illicites et en prévoyant de nouvelles sanctions pénales.
